Bill Moor began his career at Capital City Bank in 1987 as a methods analyst. As Capital City Investments President, Bill implemented and manages the retail brokerage service provided by LPL Financial, located in Capital City Bank offices. In addition, Bill is the President of Capital City Trust Company and Capital City Strategic Wealth.
Bill graduated from the University of Florida and earned his master’s degree in business administration from Florida State University. He is also a graduate of Leadership Tallahassee and Leadership Florida and serves on the board for the Tallahassee Downtown Improvement Authority. Bill is past chair of the Economic Club of Florida and past chair of the Governor’s Club and the Greater Tallahassee Chamber of Commerce. He is also past chair and currently serves on the executive committee for the Trust Division for the Florida Bankers Association. He serves on both the finance committee for Saint John's Episcopal Church and the board of Saint John’s Episcopal Church Foundation. Bill is a member of Capital Tiger Bay Club and the Tallahassee Exchange Club For LPL.

Seth has led the Capital City Trust investment team since 2006 and his clients include pensions, endowments, corporations and individuals. He earned his bachelor’s degree from the Florida A&M University School of Business and Industry and is a member of Emerge Florida. A husband and father of two, Seth donates his time with local non-profit and mentoring programs.

Dwayne joined Capital City Trust Company in 2005 and brings more than 32 years of experience in the areas of wealth management oversight, plan design, policy development, performance measurement and attribution analysis. Throughout his career, Dwayne has served as an independent financial consultant, investment analyst, policy analyst and account executive for a Fortune 500 financial services firm. He also previously served as an investment analyst and policy analyst at the Florida State Board of Administration, a major public pension fund with $130 billion in assets.
Dwayne earned a Bachelor of Science in industrial engineering from Auburn University and a Master of Business Administration from the Crummer Graduate School of Business at Rollins College in Winter Park, Fla. Dwayne is also a co-founder of Tallahassee 25 and assists regularly with Meals on Wheels. When Dwayne is not working hard for his clients, he enjoys golf, cycling and boating.

Jeremy joined Capital City Trust Company in 2021. Anesta joined Capital City Trust Company in 2003 and has more than 25 years of trust and wealth management experience. She recently relocated to northwest Georgia to serve trust and wealth management clients in the northern arc of Atlanta. She holds a bachelor’s degree in finance from the University of South Florida and is a 2001 graduate of the Florida Graduate Trust School, where she received the Tinsley-Wells Honor Graduate Award. She earned the Certified Trust and Financial Advisor designation in 2001 and the Certified Financial Planner™ certification in 2006.
Anesta served as a member of the board of directors for Dawn Center of Hernando County. She is also a former Board Chair and member of the Nature Coast Council of the Community Foundation of Tampa Bay.

Seth received his Master of Trust and Wealth Management from Campbell University in 2014 after obtaining his Bachelor of Science in Criminal Justice from Appalachian State University in 2010. He is a member of the Tallahassee Regional Estate Planning Council.
A dedicated family man, he enjoys spending time with his wife and four children, and a genuine sports enthusiast, he is an avid tennis player and fan of all sports.

Rebeca Sayers joined Capital City Bank as a trust administrator in October 2023, bringing more than 10 years of experience as a practicing attorney with an extensive background in trust, estates and family law. Sayers holds a Bachelor of Arts degree from the University of South Florida and a Juris Doctorate from Stetson University College of Law. She is also a licensed member of the Florida Bar. Outside of her professional endeavors, Sayers enjoys volunteering her time with organizations such as the No Strings Attached Ministry, where she helps distribute shoes and clothing to the homeless. She is the proud mother of two Florida State University alumni and enjoys biking, gardening and baking.

Allie joined Capital City Trust Company in 2017 following 11 years with Capital City Bank Marketing. Allie holds B.S and M.S. degrees in Recreation, Tourism and Events from Florida State University and is preparing for the CERTIFIED FINANCIAL PLANNER™ professional (CFP®) designation. She is a member of Leadership Tallahassee Class 37 and former Knight Creative Communities Institute (KCCI) Catalyst.
